Mp3 editor like FlexiMusic Wave Editor would render this work. Using Simple Compress/ expand option can equalize the percentage of the volume for the entire mp3 file. Suggest that choosing 85% of volume would be optimum for the entire mp3 file. http://www.fleximusic.com/waveditor/overview.htm
