That was one of mine. I have two that keep getting a coating like that, but that's the worst I've ever seen. What they both have in common is the cardboard fliptop. IIRC they're my only two carboard fliptop discs, and they both keep acquiring this coating. Haven't checked them lately, they may be even worse now. Initially I thought it was material that was electrostatically deposited. The plastic of the holder can develop an electrostatic charge, and anyone who's worked at a plastics casting plant will tell you that dust settles in strange patterns on plastics because of electrostatic effects. This wasn't dust though. You couldn't even scratch it off with a fingernail.
