Have a look at the wiki entry on configuring mp3tag to show which tag types are present in the file, and then force it to delete all but ID3v2 using ISO-88590-1 standard. You may want to get the latest beta build of mp3tag (2.37f IIRC). Until I blew away the APE and ID3v1 tags in my MP3, I never really got tags sorted. Also Foobar is now at 0.9.4.2.
