I installed mp3fs on my Debian Etch server some months ago and it works
great, I use FLAC and mp3 files, but sometimes I need the FLAC files in
mp3 form, so I use it with Samba to transfer them to my Windows laptop.

This tool in particular (mp3fs) only works under linux, so unless you
connect your usb external drive to a linux PC, and then connect the
windows XP to the same network as your linux PC, I don't think you'll
be able to use mp3fs. But maybe there is another similar tool for
Windows.
