That would make sense, I'm pretty sure SC is smart enough to realise
that if you have bandwidth limiting set to Xkbps and the file is
<=Xkbps it doesn't need to transcode. You could double-verify by
keeping your 320kbps file and switching the bandwidth limiting down to
128. That should force it to start trying to transcode again, so it
should fail again (assuming the filename still has the bad
characters).

You should still file a bug, as lame is usually used in a pipe so it
shouldn't even see the filename. Something weird is going on.
