Because for some the much longer encoding time matters particularly
when the space savings is so little.  Sure it is a one-time thing
however on many systems if you use a -8 the time to encode exceeds the
time to rip which will slow down your ripping process.  Now if the time
to encode is shorter than the time to rip it does not matter.

-8 is not a little slower than -5, it is significantly slower.  But the
size difference between -8 and -5 is on avg. less than 1%.

That is a reason to NOT use -8.  For some the time difference is more
valuable than 1% disk storage.
