You could do this, but not from LAME, as it can't create TXXX tags. http://www.hydrogenaudio.org/forums/index.php?showtopic=72221 You would need to use another tagging program or maybe id3lib. The RG value that LAME adds during encoding is stored in the LAME header, not the ID3v2 tag, and few (any?) programs or devices will be able to read it.
