I believe that's incorrect.  You can make an identical copy of a CD.  I
just ran a little test, as I don't think I've ever verified this for
myself.  First, I grabbed a CD off the shelf - The Beatles' Revolver.

  
- Using EAC 0.99pb5 configured to use AccurateRip, I ripped the CD in
  Burst mode and encoded it during the ripping process with FLAC.
  
  I also created a non-compliant CUE sheet and saved the EAC log file
  of the ripping process, containing the AccurateRip results. 
  AccurateRip results in the log showed all files accurately ripped.
  
- Using FLAC Frontend, I decoded the FLAC files, creating a file full
  of WAV files.
  
- I copied the CUE sheet to the WAV directory, then using EAC, I
  loaded the CUE sheet and burned a CD-R from the files.
  
- Using EAC I ripped the CD-R copy to FLAC again, and saved the log
  file.
  

Except for the ripping date/time, the two log files were identical,
including the AccurateRip checksums.

The above burning procedure using EAC should create a CD identical to
the original if you have the drive's read and write offsets correctly
set.

What I _usually_ to burn a CD for my own use, where I'm not worried
about producing a truly identical copy, is use Burrrn (
http://www.burrrn.net/?page_id=4 ) and burn directly from the FLAC files
(well, more or less - Burrnn does the decoding of the FLAC files to WAV,
burns the CD from the WAV files, then deletes the WAVs).  Burrrn doesn't
apply drive write offsets, though, so you don't end up with an identical
copy.  I verified this as well by burning a CD from the FLAC files using
Burrrn, then ripping that copy.  The AccurateRip results all came back
with different checksums and 'not verified'.
