Well, from another thread, I discovered that Songbird has an "export playlist" plugin that seems to do what I want; I was able to create a playlist via drag-n-drop, then export it to either an M3U or PLS file in a directory I specified. So I think for now that I'll just use Songbird for playlist creation.
