Licensing hasn't been an issue for some years (patents for mp3 have
expired)

I actually have a script which synchronizes and converts to mp3. It
needs python3 and ffmpeg, though, and is mostly untested for your use
case (it was written to synchronize based on playlists, but I've also
added support for directories)
