My understanding is ASCAP, BMI, and SESAC license musical compositions and 
arrangements. They do not represent performers, unless they are also 
songwriters or arrangers.

If a performer is not a composer, arranger, or publisher (represented by 
ASCAP/BMI/SESAC), nor the copyright holder of a sound recording 
(represented by SoundExchange), then my understanding is he or she is due 
no fee for the use of his or her work on the air or in a stream. But I am 
not a lawyer.
