I have actually figured out a workaround for us. I took the top of the
hour event and checked "use hard start time" and moved the top of hour
audio cut from the pre-import carts to the post-import carts.

The hourly clock is set for imported music to run from 00:00 to
59:58.0 with the legal running from 59:58.0 to 59:59.9.

It still doesn't give me the control of the placement of the items
that every other automation system has though.
