I have actually figured out a workaround for us. I took the top of the hour event and checked "use hard start time" and moved the top of hour audio cut from the pre-import carts to the post-import carts.
The hourly clock is set for imported music to run from 00:00 to 59:58.0 with the legal running from 59:58.0 to 59:59.9.
