I can confirm that this is not a 2.1.1 issue as I just encountered the same
behavior on my 2.0.2 test machine.

On this machine I also deleted the voicetrack group then re-ran rddbcheck
with --orphan-group=TEST.  rddbchedk still complains about a log that does
not exist, and an orphaned voicetrack it cannot delete.  The voice tracks
that were moved into the TEST group still cannot be deleted manually--
delete button still grey.
