Usually in /var/log will be several text files that are the logs
 referred to here.

 Syslog configuration "standard" is /etc/syslog.conf
 also a text file.
Tells the daemon where to write what.
( to create /var/log/syslog if it doesn't exist, to create
/var/log/messages for that class of message, etc. )

A "service" is a windows-ism, so I'm not sure how to interpret that ?
The syslog daemon is a standard function of almost all *nix, started
from the standard start up scripts for that OS, whichever they might be.
( and a very early start-up so that it can capture boot events )
