Hi Nathan, if you can find the budget i'd be going with James' suggestion.
We use Natmusic for our stations and it works quite nicely. Setup is easy
also. Unlike it's counterparts, the price is high but inexpensive in the
long run. Sell a few sponsorships or commercials and you've paid for it!
good investment.

NM has some brilliant rules in it, tempo, mood, tempo in.out, gender,
daypart,you can even create a countdown! and everything can be separated so
your music logs flow nicely from song to song across different times of the
day.

I've also used Musicgen aaaaaaaaaaaaages ago, it's not too bad. Very basic
from what i remember, but does the job it needs too.

It's unfortunate there are now FOSS schedulers out there. I'd also love to
see a FOSS traffic scheduler! could very nice.
