I looked into Silent Jack a while ago, I recommend liquidsoap as it will handle 
silences and returns.  You can also make it randomly play a list of songs while 
the silence is ongoing, you can then say don't swap over until a track finishes 
(once the silence has ended) and a whole lot more.

Its fairly simple to set up too.

Instead of trying to incorporate a silence detection into something like
OpenOB, why not just set up something like SilentJack on the receiving
end to do that?  This would seem fairly trivial to set up, you could
probably even pipe your receiving end of OpenOB through Jack and have
Silentjack monitor that output, have it kick in your alternate MP3
playlist in the event of audio loss.  The trick would then be returning
to your 'live' audio once the audio is restored, (silentjack can run
something upon audio loss, but not audio return) but this can likely be
scripted too.
