Rivendell provides rolling recording and simultaneous playout of an audio source (http://rivendell.tryphon.org/wiki/Delayed_playback). If your end-of-hour music log has a little slop in it that carries you past the top of the hour, you can still end a song cleanly and air the news in its entirety, while the tail end of it is still being recorded.
Around :52:50, stick a MAKE NEXT event into your log followed by a couple of 3-1/2 minute songs, the News Intro and the Cart containing the captured newscast. Whatever song is playing on the air sweeping :52:50, the subsequent songs will be kicked out and log will advance to the above. Other than News-Talk or all-network programming, I can't think of a station that isn't doing this now. On some stations, if you take the HD time delay into account, they are way off the hour anyway.
