Impossible to say without having a detailed knowledge of how the NexGen library 
was set up.

Assuming that levels in NexGen were correct, no normalization should be 
required.

This is a file generated by NexGen's exporter utility - one per piece of audio. 
 It is essentially a 'master record' for that piece, containing its metadata as 
well as references to its PCM data (an accompanying WAV file).
