According to the man page, this program is supposed to create the MySQL directory and some "system files". I don't think it is supposed to be run if a MySQL database already exists. I have never had to use it.
My approach has always been to install MySQL first, verify that it is running, and then run rdadmin to create the Rivendell database.
However, I've not used OpenSuSE since 2007; Debian and CentOS are my OS's of choice these days.
