As far as I can tell shoutcast and icecast don't support WAV streaming.
Icecast can stream AAC if thats a good enough alternative.
I'm not sure exactly what you're trying to achieve, but I would try and
move away from relying on another computer with Winamp on it for
anything critical.
Liquidsoap is very good and has all sorts of sound processing built in:
