The way I explained this to our operators is, if they move the wrong cart by 
accident the copy action leaves the original in place so it's easier to get 
back to where they were. Then the deliberate delete of the cart in the old 
location is a verification that they are doing exactly what they intended.

Exactly the intended behavior —i.e. all drags in Rivendell are copies, not 
moves.
