Looks like that would work but seems a bit overly complicated.

Trying to connect a database and folder on a system in another city would be 
interesting, for one. In the case of having the essential DB data in the file 
itself you wouldn't need any of that. You could save the audio to a USB, or FTP 
them somewhere, and have all the appropriate entries recreated at the other 
machine on import.

Is the data in the "levl" end chunk an encoded version of the DB info, or 
something else does anyone know. Only a small part of it is visible in ASCII.

Perhaps I am missing something, but for the times when you want to export / 
import a track from 1 rivendell system to another, why not just use the 
rivendell_filter feature / script?  It'll move over the appropriate database 
entries for rdlibrary.
