That can only happen if there is a timed event after the spots, and that time is reached before the spots are played.

You need to structure your clock so that can't happen.

I would put a timed event immediately before the first spot, and not begin the next hour with a timed event.

If you must begin the hour with a timed event, then the only way to keep the spots from being skipped is to schedule them after the timed event.
