put a Make Next in front of the bottom of the hour break. :55 :57 or so

If necessary schedule some flannel which can get bumped after the paying stuff... trailers that sort of thing, this makes up for variations in the break length.

The top of the hour legal ID goes as a Make Next

That might not work.

Consider the following:

It's 12:49, and a seven-minute song starts. There is a 5 minute song scheduled right after it, followed by a Make Next at 12:55, five mimutes of spots, and a station ID with a Make Next at 12:59:50.

At 12:55, the playing song has one minute to go. The Make Next activates, dumping the following song, making the first spot the next event.

12:56: The first spot starts playing.

12:57: The second spot starts playing.

12:58: The third spot starts playing.

12:59: The fourth spot starts playing.

12:59:50: The Make Next on the ID activates, dumping the fifth spot, making the ID next to play.

1:00: The ID plays.

In sum: you can't put a timed event, whether Make Next or Play Immediately, after the spots. If you do, one or more may be skipped.
