The only setting I can find which I presume is the one you found is in
the root of the host settings (rdadmin -> edit hosts).
"Enable Drag and Drop" and "Allow Drops on Panels not in Setup Mode"
This is on Riv 2.10.3 and the panels are drag'able but the play out
carts don't seem to be.

The context in which this question arises is that my client just hired
a programming consultant who wants to replace Rivendell with a product
from a company called Playlist Software Solutions he claims is more
user-friendly. This company is Brazilian, and as far as I can see
offers no U.S. support. While I can get Rivendell to do pretty much
anything they need done, I'm not confident that this other system can
do everything Rivendell can do, and suspect it would end up costing my
client more in dollars and man-hours than it will save in operator
convenience.
