OK, look at the apache error log and then do an import:
$ tail -f /var/log/apache/error.log
If the cgi is failing it will give you messages in there.

$ sudo addgroup rivendell
$ sudo adduser radio rivendell
$ sudo chown -R radio:rivendell /var/snd
$ sudo chmod -R g+w /var/snd
If you can create files inside /var/snd as your radio user then Rivendell can
do that too
