Bad idea.

It is a bit goofy that RedHat does not include ‘/usr/local/lib’ in the default
set of library locations, seeing that that is a ‘standard’ location for local
site installed libraries, and that they include an (empty) ‘/usr/local/lib’
directory in the file hierarchy. However, taking an arguably non-standard
setup and making it even *more* non-standard strikes me as pouring kerosene on
a fire in an effort to extinguish it. If you need to use that directory,
adding it to the search list for ld.so(8) is the correct, standard approach.

Cheers!
