From the rdimport(1) man page (emphasis added):

--segue-level=level
     Specify the threshold level to use for setting the segue start
     marker, in dBFS, as measured *after* any specified normalization has
     been applied. Default action is not to create segue markers.

You’re normalizing to -13 dB, thus your threshold for segue-marker creation 
(-10 dB) can never be reached. Try --segue-level=-23 instead.
