... if CSV it's hard (because of formatting issues or such) and something more sophisticated is required, JIRA exposes some RESTful APIs for a lot of tasks, including issue creation. So, you could write an application which access Sun's tracker and directly talks with Apache River's JIRA to put stuff into it.
