A typical approach for making release candidates available for review
is to upload them to your personal web space on people.apache.org, see
for example http://people.apache.org/~jukka/jackrabbit/1.3.3/. This
way it is clear that the candidate packages are not yet official
releases, just something that one developer put together for review.

There's some changes to be made (based on Craig's running of
RAT) -- but those are the latest.
