[PROPOSAL] Lookup Discovery and Join Kit; Sub Project

I propose we add a new sub project for the Jini Lookup, Discovery and 
Join Kit.

The kit plays an important role assisting developers to test their new 
Jini Service implementations.

I would be one initial committer, I need at least one other committer to 
assist me, any volunteers?

The code is available, see River-32.
