I made available a RC2 version
(http://www.rivetweb.org/rivet/rivet-3.3.1rc1.tar.gz)
In this version there are only changes to links to external
documentation that are now broken or have changed. So if no one is
against it I will call for a vote tomorrow

for 3.3.0 the tar archive expanded in a directory having a misleading
name (a cosmetic problem) but a few incompatibilities emerged as Tcl9
channels don't accept -encoding binary as option and this breaks
uploading files to channels. A test was added to check this sort of
regressions
