Works for me. https://api.kde.org/doc/rkwardplugins/ . Possibly the redirection from http:// to https:// is the problem, somehow (no idea, why it should be, though). Perhaps you ran into a temporary problem? Note that that welcome page has two links. I added the first one - to a local help page - after the online link was broken, a while ago.
