I can't reproduce this problem, either. Does anybody else see this problem? 
Could you give a few details of your system (KDE 3 or KDE 4 desktop running, 
version of kdelibs/Qt)?

Somehow the code in kdelibs seems to assume that only primary toolbars should 
honor the global setting. No idea why. I've added code to apply the global 
setting to the secondary toolbar as well. However, you may have to remove the 
lines on toolbars in ~/.kde[4]/share/config/rkwardrc, since a different 
setting may still be saved, there (or more easily, right-click on the 
toolbar, and select the appropriate style).

This issue should now be fixed in SVN, too.
