Could you send some screenshots to illustrate? For me, there is exactly one row of toolbars when script editor window is active, and one row, when the workspace browser is active. I can sort of reproduce this problem, by unchecking "Main Toolbar" at Settings->Toolbars Shown (or by emptying the "Main Toolbar" in Settings- >Configure Toolbar). Then there will be one row of toolbars for the script editor, but no toolbar for the workspace browser. Unfortunately, I don't see a way to keep an empty toolbar around. KDE removes it all by itself.
