just forget about what i wrote: i thought this was hardcoded, but i figured 
out my toolbars were locked (right-click on a row), and when i unlocked them, 
i could drag&drop the former second row right to what already was in the first 
one, so now i have only one row, too.

KDE seems to have changed the default setting with 4.4:
