I think it's KPersonalizer.  One of the options allows you to select
between KDE-style, Windows style, Mac style, and one other
one.  I think (not sure) that if you select the Windows style you
get double click.

If you go to the KDE control center there is an option to do double-click.
Check under Peripherals->Mouse.
