??? Why?  Windows 98 at least can use a hosts file.  It is located in the Windows 
directory (usually C:\windows\).  It is called hosts, with no extension.  There is 
usually a hosts.sam which is a sample hosts file, but it's not recognized by the 
system.

I'd be curious to know when the final release is supposed to be, although from what 
I've read so far I fear it's still going to be too much like (other versions of) Linux 
and not enough like Windows for me to be able to use.
