You have 2 easy options using CD software on Windows. You can create an
exact copy of the other CD, a byte copy, or just burn directly from the
ISO as Joe said.
After I replied earlier I kept wondering why you had the files on disk.

If you don't have one, try downloading a trial version that is time but
not feature limited. Maybe "Nero" or "CDRWin"?
