by way of debugging.. can you ping your own IP address? can you ping 192.168.100.1 point your browswer at http://192.168.100.1 ( most cable modems have a builtin mini webserver on that address)
run tcpdump on the interface.. do you see lots of arps? Let us know. - jim p.s.
