I have noticed something similar.
I upgraded to Charter's "business class" ;) a while back. This gives
you 3 dynamic ip's + 768/256.

However when we tried to get an ip address with a new device (i.e.
unknown mac) we've seen wierd messages from the dhcp client (on
a Linux laptop) after unsuccessful attempts to acquire an ip.

Anyways, this could be fixed by power cycling the cable modem
and I can now in fact use all 3 ip's successfully.
