Well, BitTorrent by itself functions like any Peer to Peer file sharing program. The difference is you have to explicitly share files and you have to have access to a tracker to do so.
 
Now if you want to run a Tracker, that's a different story. I don't know what that entails.
 
As clients go, you can use the BitTorrent official client which is written in Python. It's a little awkward to start with, though. If you're new to Torrents I recommend Azureus. It's written in Java and should run under Linux. I've only used it in Win32. Azureus is available from SourceForge as is the official Bit Torrent.
