Sorry to be the bearer of bad news.... If you read the release notes for SA 3.1.0, they are disabling DCC and Razor. You can still re-enable it, but see the caveats below (in particular the razor2 stuff would affect your business use).

Here is the excerpt from the 3.1.0 installed config file:
