Yes, I record the Dr Demento show weekly and use audacity to edit and save as ogg, it works quite well.  Another, I haven't had much experience with, is Rezound.  If you want to search the net for another program, you are looking for an "audio editor"

Audio editing is pretty easy for the most part, and can be fun.  If you decide to use Audacity, let me know and i can give you a few pointers.
