This is strange. There is O-membership in ISO that does require nothing from national bodies so there are no expenses that must be covered from national body part. I used this to join SC34. The Czech national body has rule that even individual can be nominated to ISO WG even if he/she is not working for company that is participating in O- or P-membership. This can be different in your country, but O-membership shouldn't impose any financial burden onto your national body as far (not very far in fact) as I understand ISO.
