New issue 1387 by [email protected]: rebot should optionally use
the criticality stored in output.xml

I our test environment, a large number of robot framework testsuites are
run with individually run rebot commands. The results are later combined
with rebot, but at that time the criticality as set by the time the test
was run is no longer known.
I request that rebot should optionally retrieve the criticality information
from the output.xml when criticality is not specified with the --critical
or --noncritical options instead of assuming that all are critical.
