This is actually how rebot used to work in the early days. The main problem
with this approach was that when tests were run with different criticality
settings, calculating statistics wasn't that easy. For example, same tag
could have been normal, critical, or non-critical in different runs.
Another problem was how to handle old criticality information and new
information given with options.
All this added so much complexity to the code, and could also create
somewhat confusing reports, that we decided to ignore earlier criticality
information altogether and only use options. The situation hasn't really
changed so we aren't interested in looking at this.
