Comment #4 on issue 1493 by [email protected]: NON-ASCII text is not
displayed in pybot CLI or Eclipse Console

1) I checked my windows command locale:
chcp
437
Then I change the region to chcp 938, now it is working.
2) Then I tested the same test case in Eclipse using Java Robotframework. I
checked the console encoding is UTF8(see attachment). I got the same issue
as reported(see attachment).
