+1 for setting (later) default to UTF-8
Otherwise if we starting to mix different encoding (some Chinese packages)
with some European (only example) we could not use them together in one
bootstrap. where we should relay on UTF-8 for all.
Otherwise in the long-run we could come in non-resolveable
incompatibilities.
