I'm not sure if I understand what you want to do (nor do I know how to make autoproj do (or not do) it), but I guess this would rather be an invitation to shoot oneself in the foot. There may be reasons to do it, but I would be more confused/annoyed if something does not re-build, just because someone deactivated some trigger somewhere.
